It was found that 4 out of 10 defects that occurred in the past 3 years in railway facilities such as tracks and bridges managed by Korea Railroad Corporation (KORAIL) are being neglected. There are concerns that construction companies responsible for repairs are delaying work due to cost burden, which could pose a threat to railway safety.

According to data received from KORAIL by the office of Democratic Party of Korea lawmaker Moon Jin-seok on the 1st, there were 1,698 general defects that occurred in railway facilities from January 2021 to June of this year. Among these, 661 cases (38.9%) were found to have not been repaired. In 436 of the 661 cases, repair work had not been done for more than a year. There are as many as 50 defects that have been neglected for three years. General defects are left unattended for a long period of time because they are not serious defects that immediately interfere with train operation or are directly related to safety accidents.

The biggest reason is that construction companies postpone work due to cost burden such as increased construction costs. Construction companies are required to repair defects for 10 years after construction. The construction company with the largest number of incomplete repairs was Hyundai Engineering & Construction (68 cases). This was followed by Daewoo E&C (49 cases), GS E&C (35 cases), and DL E&C (28). In September 2021, KORAIL discovered water accumulation on the bridge support section of the Seongnam-Yeoju section of the Gyeonggang Line and requested repairs from the construction company, Hanjin Heavy Industries, seven times. But no repairs were made.

The dual responsibility structure between the National Railroad Corporation for railroad construction and KORAIL for operation and maintenance is also considered a cause of delayed repairs. It is pointed out that because KORAIL is not an ordering company that provides work to construction companies, they are responding passively to KORAIL’s requests for repair of defects. Rep. Moon pointed out, “A single small crack in a railroad facility can cause a major accident, but construction companies are avoiding their repair obligations due to the cost burden.”
