Vice Minister of Justice Shim Woo-jung (53, 26th class of the Judicial Research and Training Institute) has been nominated as the second candidate for Prosecutor General under the Yoon Seok-yeol administration.
Initially, two members of the 26th class, who were seniors to Prosecutor General Lee Won-seok, and two members of the 28th class, who were juniors, were nominated as candidates for the next Prosecutor General. Among them, Vice Minister Shim, who was senior to Prosecutor General Lee, was ultimately nominated, leading to the interpretation in the legal community that this was a move to focus on stabilizing the prosecution organization.
According to the legal community, Vice Minister Shim is the son of former South Chungcheong Province Governor Shim Dae-pyeong, was born in Gongju, South Chungcheong Province, and graduated from Whimoon High School in Seoul and the Department of Law at Seoul National University. He passed the 36th bar exam in 1994 and is a member of the 26th class of the Judicial Research and Training Institute.
Vice Minister Shim is a figure who has been mentioned as a potential next prosecutor general both inside and outside the prosecution. He began his career as a prosecutor at the Seoul District Prosecutors’ Office in 2000, and has since held important positions such as director of the prosecution department at the Ministry of Justice, director of the planning and coordination office, and head of the Seoul Eastern District Prosecutors’ Office. He is considered a so-called ‘planning expert.’
During the Park Geun-hye administration, he served as the director of the criminal planning division and the director of the inspection division at the Ministry of Justice, and during the Moon Jae-in administration, he was promoted to the chief prosecutor. In the current administration, he was promoted to the level of senior prosecutor and served as deputy chief prosecutor of the Supreme Prosecutors’ Office and vice minister of justice, and is considered to be a person who has been appointed regardless of the government.
He worked with President Yoon as the head of the 1st Criminal Division in 2015 when he was the head of the Seoul Central District Prosecutors’ Office. In 2020, while working as the head of the Ministry of Justice’s Planning and Coordination Office, he was excluded from the approval line after expressing his opposition when then Minister of Justice Choo Mi-ae pushed for disciplinary action against Prosecutor General Yoon Seok-yeol.
Vice Minister Shim, who had been working as a deputy chief prosecutor at the Supreme Prosecutors’ Office, was appointed as the Vice Minister of Justice in January and served as acting minister for about a month.
If President Yoon sends a request for a personnel hearing on Vice Minister Shim to the National Assembly, it is expected that he will be finally appointed as the next president after a personnel hearing.
