At the semiconductor issue review meeting held at the Yongsan Presidential Office on the morning of the 9th, President Yoon Seok-yeol presented the goal of “achieving a global system semiconductor market share of more than 10% by 2030.”
The meeting was prepared to examine trends in the global semiconductor supply chain following the recent partial shutdown of TSMC, and to discuss the status of the semiconductor mega cluster announced at the People’s Livelihood Forum and the direction of the ‘AI Semiconductor Initiative’.
According to News 1, President Yoon said, “We have been closely monitoring the situation in Taiwan since the beginning of the TSMC incident,” and “the impact on our companies is not yet significant.”
At the same time, he instructed, “The President’s Office is closely monitoring the situation in Taiwan with the National Intelligence Service, centered on the Office of the Senior Secretary to the President for Economic Affairs and the Office of the Secretary for Economic and Security. If government action is necessary, we must respond immediately without delay to avoid any inconvenience to businesses.”
In addition, President Yoon emphasized that the semiconductor supply chain must be carefully inspected to ensure there are no vulnerable elements.
President Yoon noted that the United States, Japan, and the Netherlands are fully supporting companies to build their own semiconductor supply chains and said, “If we fall behind this trend, not only the semiconductor industry but the entire economy will face great difficulties in taking a leap forward.”
Furthermore, President Yoon expressed his intention to foster the AI semiconductor industry. President Yoon said, “Recently, the semiconductor market is rapidly shifting its focus to AI semiconductors,” and added, “It is no exaggeration to say that the future of the semiconductor industry depends on AI.”
He then said, “We will pursue the AI-semiconductor initiative in order for our country to leap to G3 in AI technology and dominate the future AI semiconductor market beyond memory semiconductors.”
The AI-semiconductor initiative aims to support the entire AI-semiconductor value chain, including focusing national R&D capabilities on nine major technological innovations, including next-generation general-purpose AI (AGI).
President Yoon promised, “We will invest 9.4 trillion won in AI and AI semiconductor fields by 2027 and create a 1.4 trillion won fund to help the growth of innovative AI semiconductor companies.”

President Yoon also said, “Semiconductor competition is an ‘industrial war’ and an ‘all-out national war,'” and added, “In order to have an all-out response system equivalent to a war situation, we will completely reexamine investment incentives to attract the semiconductor industry.”
Regarding the 622 trillion won project to create the world’s largest semiconductor mega cluster announced at the 3rd People’s Livelihood Debate in January, he called for rapid implementation.
President Yoon said, “Construction of the Yongin National Industrial Complex will begin by 2026, and the government will take responsibility for supplying electricity and industrial water essential for the semiconductor mega cluster.”
