While the government promised to provide research incentives and specialized master’s scholarships to graduate students in science and engineering to revitalize the science and engineering field, it was pointed out that the ‘Special Act on Support for Science and Engineering to Strengthen National Science and Technology Competitiveness’ is being poorly implemented. In addition, it was confirmed that the budget related to infrastructure construction projects that promote the training of science and technology personnel has decreased since the launch of the Yoon Seok-yeol government.
According to data submitted by New Reform Party lawmaker Lee Jun-seok from the Ministry of Science and ICT on the 1st, the total amount of research incentives for outstanding science and engineering students last year was KRW 51.472 billion, an increase of only 2.7% from the total amount of KRW 50.12 billion in 2019. The number of science and engineering students who received research subsidies decreased from 9,006 in 2019 to 8,062 last year. The number of people whose scholarships were revoked due to reasons such as stopping their studies or changing their major doubled from 69 to 139 during the same period. Rep. Lee pointed out, “The scholarship payment conditions were not categorized separately, but were collectively categorized as ‘other qualifications’ and paid out,” and “It was revealed that the reasons for the individual refund of the scholarship were not properly confirmed.”
Research incentives stipulated in the Special Act on Support for Science and Engineering, which fosters and supports human resources in science and engineering, are awarded through review by the Korea Scholarship Foundation based on conditions such as ‘excellent academic performance’, ‘publishing an international academic paper’, and ‘award from an academic society for excellent paper’.
It was also pointed out that other items stipulated in the special law were not properly operated. The ‘expansion of appointment of science and engineering personnel as public officials’ stipulated in Article 14 and the ‘support for science and technology organizations’ stipulated in Article 24 were found to have no results.
The budget for training science and technology personnel also decreased from 3.82 billion won in 2021 to 2.98 billion won this year. The budget for the science broadcasting production support project, which was 5.99 billion won in 2019, was completely cut this year. Representative Lee said, “The government is failing to properly manage the existing science and engineering training policy and is only resorting to hasty measures. We need to reexamine the science and engineering training policy as a whole, including the issue of increasing the number of medical schools.”
