It seems likely that former South Gyeongsang Province Governor Kim Kyung-soo will not be reinstated in the special pardon to be carried out on Liberation Day next week by President Yoon Seok-yeol. If this special pardon is carried out, it will be the fifth special pardon since President Yoon took office.

The Ministry of Justice plans to hold a pardon review committee meeting at the government complex in Gwacheon on the 8th to deliberate and decide on the pardon review proposal. In a phone call with the Dong-A Ilbo on the 5th, a key ruling party official said regarding the reinstatement of former Governor Kim, “Is there a reason for that?” and “Usually, in normal times, we would receive recommendations from the opposition party and combine them to strike a balance, using pardons as a channel for harmony and communication, but that is not the case now.” This means that while attention has been focused on the reinstatement of former Governor Kim due to this special pardon, there was no consultation process between the ruling and opposition parties regarding the subject of the pardon.

Former Governor Kim, who was serving a two-year prison sentence for the ‘Drew King comment manipulation’ incident, was granted a special pardon in December 2022, but his right to run for office has not been restored, so his right to run for office is restricted until December 2027. Former Governor Kim has been staying at the London School of Economics and Political Science in the UK as a visiting professor since August of last year, and is currently staying in Berlin at the invitation of the Ebert Foundation in Germany.

It has been reported that some politicians and businesspeople, including former Senior Presidential Secretary for Civil Affairs Cho Yoon-sun, who served time in prison for the cultural blacklist incident, will be among those receiving pardons and reinstatements. Former Senior Secretary Cho was excluded from the list of pardons when former Chief of Staff to the President Kim Ki-choon and former Minister of National Defense Kim Kwan-jin were pardoned during the Lunar New Year special pardon in February of this year.

However, as the current government has granted special pardons to major politicians and businesspeople in four special pardons, it is expected that this special pardon will mostly be for people who are criminals of public interest. The government is expected to finalize the recipients of the special pardons through a Cabinet meeting scheduled for the 13th, ahead of Liberation Day.
