More than 1,600 files of the dictatorship, until now reserved, have been released to the internet by an unidentified person, since April 18 of this year, according to publications of the journalist Leonardo Haberkorn in the newspaper The Observer. The identity and motivations of this person who has now made thousands of documents available to the public are unknown.

According to the communicator, among the documents there would be: records of political detainees, alleged collaborators, follow-ups on journalists, summaries of public officials, political persecution of teachers and cases of corruption, among many other data.

According to the aforementioned information, the person or persons who disclosed these files clarified that the documents that reproduce interrogations under torture were not included. What does appear in the leak are the first 98 rolls of the so-called “Berrutti Archive”, which until now had not even been accessible to human rights activists and relatives of the disappeared.

The outlet contacted sources within the Ministry of National Defense, who denied being part of the leak and rather expressed surprise about it.

What the hackers who released the information say

When uploading all the archives to the archive.org portal, the person or people placed this introduction:

This material is part of the Uruguayan Terror Archives that are released within the framework of the 50th anniversary of the 1973 coup d’état. These archives were prepared by the police and military forces starting in the 1960s and include the period of the civic-military dictatorship (1973-1985). Espionage continued after democracy was restored, with the political complicity of governments, at least until 2004.

These files contain the information that the repressive services decided to elaborate and preserve, while many other documents have disappeared or have not yet been found.

In the documents shared here, you can find manipulated, false information, obtained under torture or threats, provided by paid informants and many other unreliable sources. In any case, it is a historical testimony of great value for understanding the operation of terror networks.

Those who produced these Terror Files, know them, continue to speculate with their contents and decide what and when to use this information. The rest of Uruguayan society, which was the victim of repression and surveillance, has not had access to the files of the repression.

About the Archive of the Defense Information Service (Berrutti): This document is part of the so-called Berrutti Archive. It is made up of digitizations from microfilms found in a military headquarters in 2006.

The surprise of human rights specialists

“Internet archive (archive.org) uploaded more than 1,500 digitized rolls of microfilm produced by military intelligence in Uruguay. They are more than those who are in custody of the General Archive of the Nation”, wrote the teacher and historian Isabel Wschebor, who was between 2015 and 2016 director of the Human Rights Secretariat for the Recent Past. “Nobody can tell us archivists who uploaded all that information. Politicians debate in the media about who gave more information or who is more transparent and an anonymous uploader and releases the largest volume of files produced by Uruguayan military intelligence during the dictatorship, and nobody says anything? Does no one ask or explain to us who did it?” she added.

Augusto Gregory, former intelligence coordinator in the Broad Front governments between 2010 and 2011, wondered who this person is and why he did it, understanding that “it is not the work of a single person.”

The Berrutti Archive has even an index

“This is an index of the Rolls of the so-called Berrutti Archive, which is in this collection. The index was created to facilitate the access and download of the documents”, says a page uploaded in archive.orgwhere all the leaked information is.
