Subsidies are increasing every year in these institutions while providing services to the government. According to the accounts of the finance department, the government has to pay subsidies to 15 government organizations in the last six fiscal years. At this time, Bangladesh Inland Water Transport Authority (BIWTC) had to pay the most subsidy.

According to the accounts of the finance department, the government has given a total subsidy of 1 thousand 507 crore 71 lakh taka to 15 state-owned enterprises in the recently concluded fiscal year 2023-2024. In the previous fiscal year (2022-2023), direct grants of Tk 1,474 crore 68 lakh were given to the same organizations. Accordingly, the amount of grant increased by 33 crores in the financial year ended.

According to the accounts of the Finance Department, in the last six fiscal years (from 2017-2018 to the latest 2023-2024), a total of Tk 9,946 crore has been given to these state-owned organizations. Out of this, 1 thousand 261 crore 54 lakh taka in 2017-2018 financial year. 1 thousand 361 crore 73 lakh taka in the financial year 2018-2019. 1 thousand 494 crore 97 lakh taka in the financial year 2019-2020. 1 thousand 437 crore 86 lakh taka in the financial year 2020-2021. A grant of Tk 1,407 crore 26 lakh has been given in the financial year 2021-2022 and Tk 1,474 crore 68 lakh in the financial year 2022-2023.

According to Finance Department sources, Bangladesh Inland Water Transport Authority (BIWTC) received the highest amount of grants among 15 organizations during the last financial year. The amount of grant given to the institution is 527 crore 80 lakhs.

Next is the Bangladesh Agricultural Development Corporation (BADC). 482 crore 17 lakh taka has been donated to this organization. Bangladesh Small and Cottage Industries Corporation (BSCIC) and Payra Port Authority are in the third and fourth positions. Grants of 191 crore 9 lakh and 101 crore 71 lakh taka have been given to these two institutions respectively.

Among other institutions-Tk 52.4 million to Betak, Tk 413.2 million to Bangladesh Export Processing Authority, Tk 26.18 million to BSB, Tk 22.64 million to Rajshahi WASA, Tk 18.20 million to NHA, Export Development Bureau (EPB) ) direct subsidy of Tk 12 crore 91 lakh, Tk 11 crore 43 lakh to Khulna Wasa, Tk 8 crore 97 lakh to BSRTI, Tk 7 crore 18 lakh to BSMRN, Tk 3 crore 50 lakh to RDA and Tk 50 lakh to BIWTC.

An official of the finance department said that most of these government institutions are loss-making organizations. In order to sustain these institutions, every year grants and subsidies have to be given from the budget against the institutions.
