Local surfer Tim Philip described the horrifying scene, stating that he observed the father yelling from the rocks as his son swam towards him. Philip estimated the shark to be approximately 13 feet long and recounted the heartbreaking decision to run into the water to save Cowley.
Despite paramedics’ efforts, Cowley succumbed to his injuries. The teenager had been on vacation with his family before the attack occurred.
