18,000 newlywed couples flocked to the long-term lease of the redeveloped Duncheon Public Housing (Olympic Park Foreon) in Gangdong-gu, Seoul, where they can live for more than 10 years at half the market price.

According to the Seoul Metropolitan Government and Seoul Housing & Communities (SH) Corporation on the 24th, 17,929 people applied for the 300 units of Olympic Park Foreon’s ‘Long-term Lease Housing II’ targeting newlyweds or couples planning to be newlyweds over the two-day period, recording an average competition rate of 59.8 to 1.

The newlyweds’ long-term lease is the second version of Seoul Mayor Oh Se-hoon’s signature housing policy, long-term lease housing ‘SHIFT’, and provides newlyweds who are planning to have children or get married with stable housing and the opportunity to own their own home.

The deposit for the entire lease is 352.5 million won for an exclusive 49㎡ unit and 423.75 million won for an exclusive 59㎡ unit, which is half the market price.

In the case of the 49㎡ area exclusively for childless households, 11,916 households applied for the 150 total households recruited, resulting in a competition rate of 79.4 to 1. In the case of the 59㎡ area for households with children, 6,013 households applied for the 150 total households selected, resulting in a competition rate of 40.1 to 1.

In particular, the exclusive 49㎡ priority supply had 9,591 households apply for a total of 45 households, reaching a highest competition rate of 213.1 to 1. For the general supply, tenants will be selected including those who failed to apply for the priority supply, and the exclusive 49㎡ was closed at 113.1 to 1, and the exclusive 59㎡ at 56.8 to 1.

Applicants must be a non-homeowner living in Seoul, a newlywed couple who has been married for less than 7 years or a prospective newlywed couple who plans to register their marriage within the next 6 months. Neither spouse must have owned a home for less than 5 years as of the announcement date.

The income standard is 9.74 million won for a two-person household with both spouses working. The total assets (655 million won or less) and the car value standard (37.08 million won or less) must be met. The priority supply target is 8.12 million won for a two-person household with both spouses working.

Priority supply targets will be supplied with 30%, and general supply targets including those who failed to be supplied with priority will be selected. Points will be given based on the length of continuous residence in Seoul and the number of subscription savings deposits, and those with the same score will be selected by lottery.

After moving in, if you have a child, you can renew the contract (in 2-year units) regardless of the increase in income or assets.

For households with one child, the period of residence will be extended (10 years → 20 years), and for households with two or more children, the house will be supplied at a price 10% to 20% lower than the market price.

The list of applicants who will undergo document screening will be announced on August 9, and the winners will be selected through additional screening to determine whether they meet the criteria for residency qualifications, income, assets, and non-homeownership, and announced on October 7.

Seoul City plans to expand the supply of long-term leases for newlyweds after August, thanks to their popularity. Supply is scheduled for Gwangjin-gu Jayang 1st District (177 households in Lotte Castle East Pole), Songpa-gu Munjeong 3rd District 35 households, Eunpyeong-gu Yeokchon 1st District 33 households, Gwanak-gu Bongcheon 18 households, and Guro-gu Gaebong 16 households.

Han Byeong-yong, head of the Seoul Metropolitan Government Housing Bureau, said, “We will continue to prioritize the housing issues of newlyweds in Seoul and contribute to raising the birth rate by linking marriage and childbirth.”
