The second of the three institutions that GERB, PP-DB and DPS agreed upon during their nine-month rule remained without a chief. First, the head of the Audit Chamber became prime minister, and yesterday, surprisingly, at two o’clock in the morning, the deputies voted for the resignation of the head of the National Health Insurance Institute, Stanimir Mihailov.
His removal was brought about by the Speaker of the Parliament, Rosen Zhelyazkov. And this caused noisy arguments – PP-DB accused their former partners of grabbing health care, and “Vazrazhdane”, BSP and ITN reminded them that they ruled together with them.
However, it turned out that while the debate was going on, Mihailov submitted an application to withdraw his resignation. His deputy did the same on Tuesday. Nevertheless, with the votes of GERB, DPS and BSP, the resignation of the head of the treasury was accepted. “Vazrazhdane” and ITN were in the hall, but did not vote.
The Socialists, in turn, received support from GERB and DPS – the liberalization of electricity was postponed for a year.
Stanimir Mihailov was promoted to head of the treasury by PP-DB and elected on July 29 with the support of GERB and DPS. In November, the deputy governor Prof. Momchil Mavrov, proposed by GERB, was elected. It turned out, however, that the name was not agreed upon in the assembly and there was a report from the National Security Agency with worrying facts about it. So the partners quarreled, but in the end, the very next day, they decided that both Mihailov and Mavrov would resign, and GERB and PP-DB would work out a mechanism for appointments to the regulators. This did not happen and was among the reasons for the failure of the rotation. And the resignations of the heads of the NHIF were pending for almost 5 months in the parliament.
While the deputies were arguing on Wednesday, Mihailov himself arrived. His arrival made GERB suspect that there was pressure on him. It is a personal act and is not deposited by a deputy in the National Assembly, but personally by the manager of the NHIF, which means that the manager is dependent on these peoplethe head of the health commission Kostadin Angelov from GERB jumped in and warned that he would file a report.
Mihailov replied that he signed the resignation himself, because the conditions under which he and Mavrov submitted their resignations – as invited by the parties at the time – were not met. And he himself decided to go to the National Assembly and explain this. The PP-DB also threatened to send a report – to the Constitutional Court asking whether a resignation can be accepted, since it has already been withdrawn.
Mihailov was admitted to the hall, but not to the microphone – an unprecedented case according to Kiril Petkov. That is why the PP-DB announced that they will demand the resignation of the head of the National Assembly, Rosen Zhelyazkov.
NHOC now remains in the hands of its sole deputy governor, Momchil Mavrov, until a majority of 121 people is found in the next parliament to elect a new chief.
