22 of the 85 settlements that existed in Zangilan district before the occupation will remain. I present their list:

I reminded that 13-2.1 of the Law “On Territorial Structure and Administrative Territorial Division” of the Republic of Azerbaijan. According to Article “In the procedure for resolving territorial disputes between administrative territorial units, when territorial units are registered, merged, administrative subordination is changed, except for the cases of changing the administrative subordination of territorial units, registering, merging, changing administrative subordination of territorial units, naming them or changing their names, when they are named or changed, a meeting (meetings) is held to ensure that at least 25 percent of citizens living in the territory of each territorial unit and having the right to vote express their opinion on the relevant issue.”
13-2.2 of the Law. According to the article, “When more than half of the citizens who participated in the meeting (meetings) vote “in favor” of registering, merging, changing the administrative subordination of the territorial unit, giving a name to the territorial unit or changing its name, the relevant decision is adopted.”
Declaring that it is ready to discuss infrastructure and other issues with Karabakh Armenians, the Azerbaijani authorities, unfortunately, do not show the same approach to IDPs, neither the unification of settlements nor the restoration of property rights are discussed with them.
