3.6 million euros / day are needed for storm and flood damage prevention in Jelgava

The City Council decided to provide Jelgava municipality co-financing for the prevention of damage caused by natural disasters – storms, rains, floods – on July 28 and 29 of this year to municipal infrastructure facilities and for providing municipal support to residents.

Currently, it is estimated that the municipality needs a total of 3,631,927 euros, therefore the co-financing of the municipality should be provided in the amount of 1,019,329 euros.

On the other hand, regarding the necessary support for the residents, information was still collected, as applications for flood-damaged homes are still being received. So far, the municipality has received 270 submissions.

On the other hand, the crisis benefit was paid to two residents after the storm.

It has already been reported that according to the informational report approved at the meeting of the Cabinet of Ministers, the Ministry of Smart Administration and Regional Development (VARAM) recommends that local governments provide support of up to 20 euros per square meter for the reconstruction of housing affected by the July storm and floods.

VARAM, taking into account the damage caused during the storm on the night of July 29 and according to the minutes of the meeting of the Crisis Management Council on July 30, gathered the information provided by the initial municipalities about the preliminary losses and the amount of work required to prevent the consequences of the storm, accordingly preparing an informative report on the situation in the municipalities and further actions to eliminate the consequences.

VARAM sent a letter to all municipalities, asking them to identify the damages in their territory and the amount of necessary work to prevent the consequences of the storm. Until now, VARAM has not received any official request from the municipality for compensation from the state budget.

The informative report states that the damage caused during the storm varies significantly between municipalities, which affects the municipalities’ ability to survey all the objects affected by the storm, including taking photos of the damage and preparing the necessary decisions. Therefore, local governments will have the opportunity to submit requests for compensating funds from the state budget program “Funds for unforeseen cases” even after the deadline set at the meeting of the Crisis Management Council, by informing VARAM.

Detailed calculations and justification for the necessary funding from the state budget program “Funds for Contingencies” will be provided when VARAM prepares a relevant draft of the Cabinet of Ministers’ order.

VARAM recommends that local governments, when providing support for the liquidation of the consequences of a storm, apply the approach that support for the liquidation of the consequences of an emergency situation should be granted both to infrastructure objects owned by the municipalities and to the reconstruction of residential houses affected by the respective storm. Among them, support for individual residential houses is intended as a one-time support of up to 3,000 euros with the additional condition that the amount of support does not exceed 20 euros per square meter of the renovated area. Even for multi-apartment residential buildings, when granting a one-time support, it may not exceed 20 euros per square meter of renovated area.

Support can be used both as a temporary solution to arrange and protect the building from destruction, and also to restore the previous condition. VARAM also emphasizes that measures to be carried out within the framework of the support should be aimed at eliminating the consequences of natural disasters.
