37 civil society organizations make proposals – Info Mali

This question was at the heart of the exchanges, yesterday at the Training Center for Territorial Collectivities, between the government and the heads of civil society organizations. The executive was represented by the Minister of State, Minister of Territorial Administration and Decentralization, Colonel Abdoulaye Maïga, the Minister for Refounding the State, in charge of Relations with the Institutions, Ibrahim Ikassa Maïga and the Minister Delegate in charge of Political and Institutional Reforms, Mrs. Fatoumata Sékou Dicko.
According to the provisions of article 22 of the electoral law of June 24, 2022, the Independent Election Management Authority (Aige) is represented at the level of each region, district, circle, municipality by a coordination of seven members, at the rate of four representatives of public authorities, two of political parties and one of civil society. The members of the Authority are chosen on the basis of the criteria of competence, probity, good character, impartiality as well as the enjoyment of civil and political rights. The members representing the public authorities are designated respectively by the representative of the state in the region, in the district, in the circle and in the municipality. Aige is represented at embassy and consulate level by a coordination of five members, two of whom are appointed by the ambassador or the consul in the capacity of public authorities, two chosen by political parties and one by civil society.
This is how the President of Aige asked the Minister in charge of Territorial Administration to support the process of appointing representatives of political parties and civil society in the coordination of the single body. Minister Abdoulaye Maïga sent a letter to the presidents of civil society organizations, dated February 24, in order to collect their proposals on the procedures for appointing their representatives within the Aige coordinations.
Thus, out of a total of 99 civil society organisations, 37 responded and made proposals, that is 37.37%. These proposals concern the organization of a drawing of lots, designation following a call for applications and consensus between the players. Added to this is the designation according to the application of the provisions of the electoral law.

The Minister of State recalled that the designation by lot is an “exception”. Colonel Abdoulaye Maïga then invited the actors of society to reach a consensus to find the solution. failing that, the government will come back with more refined criteria, he promised.
