The man was part of a vote-buying group formed and led by another inmate. 14 people from the Varna prison voted for a certain party, receiving two packs of cigarettes in return. Two others sold their voice for a pack of cigarettes and a new phono card for calls from a landline with 100 impulses. Everyone had to vote with preference for the vote for municipal councilors.
