4,200 million European funds have reached the real economy, according to the latest calculations

Near 15% of the european funds executed by Spain has reached the productive, economic and social fabric of the country, which represents some 4,200 million euros of the 28,500 million executed in calls for subsidies, according to the calculations of EsadeEcPol.

With data up to November 15, 9,300 million of the 28,500 million called have been awarded, but only 4.2 billion can be considered to have reached the real economy because they do not have an administration as a beneficiary (universities excluded).

The Esade Center for Economic Policies has developed a computer tool that allows data to be extracted from all calls for grants associated with European funds, from which it concludes that So far in 2022, the calls published during 2021 have doubled.At the moment Spain has executed more than 90% of the 31,000 million that it has received from the European recovery mechanism, waiting to receive the third payment of 6,000 million requested a month ago.

Nevertheless, most of the funds executed have not yet reached the productive fabricgiven that a good part of the calls have been to transfer funds between the administrations themselves.

Specifically, 10,600 million are resources mobilized mainly from the General State Administration (AGE) to the autonomous communities and local entities, while close to 18,000 million have been allocated to the economic and social fabric; Of these, almost a quarter (4.2 billion) have already reached final recipients.

The co-director of EsadeEcPol and author of the report, Manuel Hidalgo, has highlighted in a statement to EFE the significant increase in the execution of funds through the call for subsidies that has taken place in 2022, in particular during the first six months of the year.

Slightly more than a third of the calls for subsidies has been addressed to SMEs and natural persons that carry out an economic activity (around 10,000 million), while large companies have been recipients of 11% (3,300 million).

Hidalgo considers that until 2026 “There is time” to deploy all the funds and remember that it is common for “grace periods” to be granted to complete the execution.

Another thing, he said, will be to see if the calls run out, since there are subsidies that can be abandoned or not fully covered, as has happened with the 2,950 million PERTE for electric vehicles, of which less than a third (877 million) have been awarded due to lack of competition.

The electric vehicle concentrates the largest amount executed

The electric vehicle has been the largest call launched by the AGE, which concentrates 80.2% of the total of the 28,500 million summonedwhile the autonomous communities and local entities have only executed some 5,200 million and the rest has been tendered by public universities (430 million).

Within the AGE, the first place is for the Ministry of Industry, Commerce and Tourismwith 7,130 million, followed by the Ministry for the Ecological Transition (4,200 million) and the Ministry of Economic Affairs (3,500 million), with the most outstanding areas of action being the green transition, digitization, promoting employment or improving the productive tissue.
