The government has decided to invest approximately 20 trillion won in medical reform, including vitalizing essential and regional medical care, over the next five years. It also plans to speed up the “National Responsibility System for Resident Training,” including providing training costs for 9,000 interns (interns, residents) for the first time. President Yoon Seok-yeol announced at a Cabinet meeting on the 27th, “We will invest more than 20 trillion won, including 10 trillion won in fiscal investment, over the next five years to establish a regional essential medical system that can be accessed fairly by citizens living in any region of the Republic of Korea.”

The government decided to first invest about 2 trillion won from the Ministry of Health and Welfare and the Ministry of Education next year in essential and regional medical care. Of this, 400 billion won was allocated to improving the treatment of residents. First, the government decided to spend 300 billion won to cover the training costs of 9,000 residents in eight essential departments, including internal medicine, surgery, obstetrics and gynecology, and pediatrics for the first time. This is about 33 million won per person, which is what the training hospitals have been paying so far. In addition, the plan is to expand the monthly allowance of 1 million won, which was previously given to only 220 pediatrics residents, to 4,600 people.

300 billion won will be invested in expanding essential medical facilities. The number of Moonlight Children’s Hospitals, where children and adolescents can receive treatment at night or on holidays, will be expanded from 45 to 93, and the number of pediatric emergency medical centers will be increased from 12 to 14.

Meanwhile, the Ministry of Education announced that it had allocated 487.6 billion won to “improving educational facilities next year to provide quality education to medical school students whose enrollment has increased.” This included 150.8 billion won for expanding facilities and equipment at nine national universities with increased enrollment, as well as personnel costs for 330 new professors at national universities. The Ministry of Education plans to invest more than 2 trillion won in improving medical school education conditions by 2030.

However, this falls far short of the financial request for increased medical school enrollment submitted by universities to the Ministry of Education in April. The 30 medical schools that will increase their enrollment next year have stated that they will need 6.5966 trillion won for investments in medical school and hospital training facilities by 2030. This means that 1.094 trillion won will be needed each year for six years starting next year, but next year’s budget is less than half.

The government plans to cover the remaining 10 trillion won out of the 20 trillion won mentioned by President Yoon, excluding the 10 trillion won in fiscal investment, with health insurance. However, the establishment of a special account for essential medical care, which the government previously mentioned, is a matter of legal revision, so it seems difficult to introduce it next year.
