Despite having a major impact on a country’s economic growth, import activities must still be strictly monitored, so that the community, domestic industry and national interests remain protected.

One form is supervision of the entry of goods that are prohibited and restricted by regulations (lartas), which is regulated in the Minister of Finance Regulation (PMK) Number 141/PMK.04/2020 concerning Supervision of Import and Export of Lartas Goods.

1. Purpose of Establishing Lartas Goods Regulations

Head of the Public Relations and Customs Counseling Sub-Directorate, Encep Dudi Ginanjar, said that the implementation of the provisions on prohibited goods aims to protect public interests.

“Some of the considerations underlying the determination of prohibited goods are to protect national security or public interests, both in the social, cultural, and moral fields of society, as well as to protect intellectual property rights. The implementation of prohibited goods is also intended to protect human life and health, prevent damage to the environment and ecosystem, and is based on international agreements,” he said.

This also includes preventing all forms of international trade in fauna or flora that are included in the CITES Appendix, which is a list of species whose trade needs to be monitored and member countries that have agreed to limit trade and stop exploitation of endangered species.

“The category of goods subject to lartas is based on regulations issued by various ministries or government agencies,” explained Encep.
