In an unprecedented event, a specialized criminal judge from Manizales sentenced three former members of the National Police who participated in the kidnapping, torture and subsequent murder of a man to 50 years in prison, in events that occurred on January 8, 2011, between Manizales and Palestine (Caldas).

Those convicted are retired lieutenant colonel Martha Emilia Gañán Rojas and retired major Dillam Augusto Carrillo Cáceres, former Gaula commanders in Caldas and Risaralda, respectively. Likewise, he sentenced former deputy mayor Jorge Iván Ladino Montoya, former head of Gaula logistics in Risaralda, to 49 years in prison.

In addition to declaring them guilty of the crimes of aggravated extortionate kidnapping and aggravated homicide, those responsible will have to pay fines ranging between 18,000 and 19,000 current monthly legal minimum wages, inability to exercise rights and public functions.

The events that generated one of the highest sentences in the country occurred on the morning of January 8, 2011, when Captain Cáceres Carrillo and a uniformed woman traveled in a vehicle to a restaurant in Manizales.

Despite being in an area outside of his jurisdiction, the officer detained a man who was chatting at the scene. The victim was hit several times and immobilized with a Taser-type electrical device, while he was transported in several cars.

Finally, it was left in another vehicle driven by Deputy Mayor Ladino Montoya, which was abandoned and incinerated in a rural area of ​​the department of Caldas.

“The authorities who attended the conflagration found the man dead in the trunk of the vehicle, with obvious signs of torture, with several parts of his body mutilated and traces of having received at least 26 electric shocks,” said the Prosecutor’s Office.

In addition to the fact, the evidence collected indicates that hours after the kidnapping, the then commander of the Gaula de Caldas, Major Gañan Rojas, arrived at the scene of the incident and ordered to change the license plates of the car involved that the uniformed officers used to take the victim.

It was even shown that the officer did not exercise legal powers to clarify what happened, on the contrary, she made the investigations difficult, this when it was known that she was trying to cover up Captain Carrillo Cáceres, because she had relations with him before and after the crime.

The Prosecutor’s Office also assured that, at the time, the relatives of the kidnapped and murdered man reported that they received calls demanding 80 million pesos for the supposed release of their loved one.
