99 programs may be excluded from the state register of Russian software

The ministry may exclude 99 software products from the Unified State Register of Russian Software, the ministry’s press service said.

The department published a list of copyright holders, information about which disappeared from the Unified State Register of Legal Entities (USRLE). There were 56 such companies in total, they own 99 products. Among such software is the IGEO geographic information system for municipal management, an automated billing system for housing and communal services, a program for predicting the socio-economic development of Russian regions, industry solutions for managing a pharmacy, an automated parking lot accounting system, and others.

The Ministry of Digital Affairs requires that new copyright holders of this software send up-to-date information about the change of ownership. “Otherwise, the issue of excluding their products from the register will be discussed at the next face-to-face meeting of the software expert council [при Минцифры]”, – the message says.

They want to check the register of Russian software as part of the first audit in six years (according to the government’s decision, such checks should be carried out every year). During this time, about 11,800 products were added to it from about 3,800 copyright holders. Earlier, the Ministry of Digital Science identified about 900 products in the list with irrelevant information in the description, after which more than 650 copyright holders sent new information.

According to Russian laws, government agencies in procurement should give priority to domestic developments and can purchase foreign ones only if there is no Russian analogue with the necessary characteristics in the register. In addition, from 2021, organizations purchasing a software license can only be exempt from VAT if the software is included in the register.
