RBC: the government has agreed to increase the freight tariffs of Russian Railways by 6.8% in 2022

The government has previously approved a draft decision on the investment program of Russian Railways in 2022–2024, which provides for an increase in tariffs for rail freight transportation by 6.8% in 2022, RBC reports, citing government sources. According to the newspaper, further it is planned to raise tariffs by 6.6% and 6.1% “while maintaining the current inflationary expectations.”

The source of RBC claims that the increase in the freight tariff is associated with the need to cover the deficit in the investment program, which arose due to the rise in inflation and prices in the industrial sector. The tariff includes a target markup for capital repairs of 1 percentage point. in 2022 and 2 p.p. in 2023–2024.

Russian Railways proposed to close the investment program deficit by indexing freight rates by 7.7% in 2022. The indexed share rates mentioned by RBC in 2023 and 2024 and the overhaul premiums coincide with those previously reported by Kommersant. Shippers spoke out against the increase, noting that the additional indexation should have been 3.8%.
