After having received his two predecessors, Nicolas Sarkozy and François Hollande, Emmanuel Macron will receive, Monday and Tuesday at the Elysée, the presidents of the Senate, Gérard Larcher, then of the National Assembly, Yaël Braun-Pivet.

The Head of State intends to revive popular sovereignty. Citizens no longer understand who decides what in the maquis of communities, he observes, and this feeds abstention, he is convinced. It therefore wishes to clarify the responsibilities and strengthen the capacity for action of elected officials. In October 2022, Mr. Macron promised to inaugurate “a chapter of true decentralization”. The method : “Look where the decision is made most effectively. » The goal: “Competence goes with responsibility, with the capacity to finance, to take normative decisions and, therefore, also to accept that there is a real differentiation in terms of territory. »

The return of the territorial adviser

A cross-party commission has been promised by the President of the Republic. After the disappointments of the first five-year term, where a possible constitutional revision has constantly been postponed, and today without an absolute majority at the Palais-Bourbon, Emmanuel Macron is seeking the path of the broadest consensus.
