The Fifth Section of the Contentious-Administrative Chamber has confirmed the agreement of the Council of Ministers of September 28, 2021 by which the City Council of San Cibrao Das Viñas (Ourense) was imposed a fine of 1 million euros and compensation of 184,745 euros for damages caused to the public hydraulic domain by discharges of polluting water into the Barbaña river as it passes through the municipal area. The City Council was the holder of a concession for discharges into the riverbed, granted by the Miño Hydrographic Confederation in 2004, with certain discharge conditions, specifically, certain contaminant load limits.
