A Pamplona judge annuls a penalty of 200 euros imposed on a vehicle without ITV because it was not circulating, but parked

A judge in Pamplona has annulled a fine of 200 euros imposed on the owner of a car that had not passed the ITV because at the time the fine was filed the vehicle was not driving, but parked. In the sentence, against which there is no appeal, the head of the Contentious-Administrative Court number 1 of the Navarrese capital explains that the article of the Traffic Regulations invoked to impose the fine does not define any infraction in the case of vehicles parked.
