BRASÍLIA, DF (FOLHAPRESS) – Desenrola Brasil, a program under development at the Ministry of Finance to help indebted citizens, will have a modality for debts of up to R$ 100.

According to the projection presented last week by the Minister of Finance, Fernando Haddad, to President Luiz Inácio Lula da Silva (PT), this option, called “phase 1”, has the potential to reach 1.5 million people just for bank issues . If other sectors adhere, such as retail and public companies, the number of beneficiaries could exceed 5 million.

According to members of the government, the big banks are already committed to the proposal. Other sectors, however, must have more difficulty joining because they suffer a greater impact from small negative amounts.

The forecast is that there will still be a “phase 2”, for beneficiaries of social programs and people with income of up to two minimum wages. In it, discounts can reach up to 90% for financing in 60 months, with a rate of 1.99% per month. The limit for the negative amount is BRL 5,000.

In this modality, payroll loans will be allowed, with discharge through discounts on social benefits and INSS retirements.

The participant can also choose to pay by bank slip or Pix. Debts from rural credit or real estate financing, secured credit, or operations with third-party risk will not be eligible.

According to the ministry’s survey with data from Banco do Brasil, 35.7 million people with an income of up to two minimum wages are negative.

The majority, 66.19%, have pending financial services. Another 12.61% owed to telecommunications companies, 10.32% to gas and electricity companies, 7.42% to retail trade and 3.46% to the education sector.

Most of the values, 81.99%, are also related to financial services. The debts of those who earn up to two minimum wages add up to R$ 50.7 billion.

Although it is treated as a priority, Desenrola still faces an operational problem to be launched.

A platform will need to be created to allow creditors to locate debtors, and vice versa. The idea is to have a website and an application that allow direct negotiation between the two parties, but it has not yet started to be elaborated.
