This is one of the proposals and recommendations sent to the Prime Minister by the Standing Committee of the Hai Duong Provincial Party Committee at the working session on the results of the implementation of socio-economic development tasks in 2022, the development strategy of Hai Duong province. period 2021-2030, vision to 2050 on March 16.

According to the report of Hai Duong Provincial Party Committee, currently the headquarters of provincial agencies (there are 21 agencies and units with about 80,292 m2 of land, 60,270 m2 of headquarters and ancillary works) have been built. It was built a long time ago, has deteriorated and is scattered in many places.

Hai Duong proposed to the Prime Minister for permission to invest in the construction of a concentrated administrative zone.

The construction of a new centralized administrative area aims to save land fund, save money on investment in renovation and repair, and at the same time meet the requirements of administrative reform.

Previously, the construction of the Hai Duong province’s concentrated administrative area was approved by the Prime Minister in principle to apply the form of BT contract, without using state budget capital in Document No. 501/TTg-KTN dated 10 May 2015.

Hai Duong province has arranged 3.5ha out of the total planning area of ​​18.7ha of mixed works in Hai Duong city to build a centralized administrative area for the Provincial Party Committee, People’s Committee, People’s Council, National Assembly Delegation and departments, industry or unit.

Up to now, a number of projects have been implemented and completed according to the approved planning such as: Cultural Center of Dong28, square, green trees…

In order to soon deploy the items according to the approved plan and meet the usage needs of the Provincial Party Committee, People’s Council, National Assembly Delegation, Provincial People’s Committee, departments, branches, agencies and units of the province, Hai Duong submitted to the Prime Minister. The Prime Minister allowed Hai Duong province to invest in the construction of a centralized administrative center.

According to this province, the construction will be phased in investment to gradually move the offices of the agencies, completed in the period of 2023 – 2025. Investment funding is mainly from the revenue from the auction of the main land use rights. Headquarters of agencies are expected to move to the Centralized Administrative Region.

With Hai Duong’s proposals including the above content, the Prime Minister requested the relevant ministries and branches to coordinate with the province to study the feasible plan, propose the Government and the Prime Minister to consider the idea. direction opinion. The coordination must be expeditious, effective, and cannot be delayed for a long time, delaying the development of the locality.
