In Russia, they proposed to introduce a punishment for twisting the mileage on cars. This initiative was made by the vice-president of the association “Russian Automobile Dealers” Alexei Podshchekoldin, writes “Izvestia”.
Shady dealers, which account for about 80% of the used car market, routinely adjust odometer readings and sell cars after that, he said.
Podshchekoldin noted that this violation can be held liable under Part 1 of Art. 7.27.1 of the Code of Administrative Offenses (“Causing property damage to the owner or other owner of property by deceit or breach of trust in the absence of signs of a criminally punishable act”), however, in practice, no one does this. As lawyer Yury Kapshtyk noted, twisting the mileage is necessary in order to increase the cost of the car. According to him, most often the odometer readings are corrected on cars worth up to 1 million rubles. Among premium cars, twisted mileage occurs in a third of cases.
At the same time, Kapshtyk noted that administrative fines for changing the indicators on the odometer will not change the situation, instead “it is necessary to introduce criminal liability.”
In April 2021, the Drome autoportal provided statistics according to which 65% of cars on the Russian secondary market have signs of twisted mileage. Most often they are found among cars worth up to 500,000 rubles. (73%), less often – from 3 million rubles. (thirty%). At the same time, if cars in the budget segment, as a rule, roll about 180,000 km, then expensive cars – no more than 25,000 km.
