Japan supports the financing for the execution of the Infrastructure Construction project for the Community Family Health Unit in Canton San Diego.

The Embassy of Japan in El Salvador, through its APCS program (Non-Reimbursable Financial Assistance Program for Community Human Security Projects), signed an important agreement for a health project, which will be located in the Canton of San Diego, municipality of Villa San Antonio in the department of San Miguel (almost the border with Honduras with a journey of about 5 hours in
vehicle from San Salvador).
The event was held on Monday, March 27, 2023 by His Excellency the Ambassador of Japan, ARIYOSHI Katsuhide, together with Dr. Karla Díaz, Vice Minister of Health, Mr. Lesme Alexander Argueta Lemus, president of the Canton Community Development Association San Diego (ADESCONACASCOL), Mr. José Osmín Martínez, Municipal Mayor of Villa San Antonio and Eng. Alexi Romero, Executive Director of Fundación Campo.

Currently, the San Diego Canton Family Health Community Unit has been operating under lease in a small private house where environments have been improvised, with limited or shared spaces, without the necessary privacy required by patients, overcrowding, the acquisition of nosocomial diseases and the prolongation of the waiting time to receive medical attention.

Faced with such a need, representatives of the San Diego Canton Community Development Association through the guidelines of the Ministry of Health, together with Fundación Campo and the Municipal Mayor’s Office have organized themselves to manage and strengthen the Public Network of Health Services; and that is how they sought the support and above all the
accompaniment of the Embassy of Japan in El Salvador, in order to obtain financing for a work of relevance to the demanding population.

With this new project to be carried out, it is intended to have a new infrastructure and basic equipment for the provision of health services at the first level of patient care with an approximate of 3,500 per year, with an area of ​​influence for the San Diego hamlets, San Dieguito, La Laguna, El Portillo, Sicahuite, La Honda and La
Fragua with an estimated population of 1,900 inhabitants with a family number of 514.

It is important to highlight that thanks to the contribution of all the participants for the construction of this new Community Family Health Unit, a total of US $289,300.00 was obtained, which will be used for the execution of the entire project.
The Embassy of Japan in El Salvador arranged to contribute a total of US $224,905.00 to be used for the construction and architectural finishes of the Type module of the UCSF canton of San Diego, as well as supervision and external audit.
The Municipal Government of Villa San Antonio decided to contribute US $42,494.19 to be used for the earthworks (cuts and fills for the formation of terraces), supply and installation of the primary line, electrical substation, polarization network, main connection, and manhole. Fundación Campo arranged to contribute US $13,900.80 that will be used for the entire formulation of the project, supply and installation of antibacterial curtain in modules
offices, fans, air conditioning, signage, fire extinguishers, sign and commemorative plaque.
ADESCONACASCOL arranged to contribute US $8,000.00 in unskilled labor and security for the entire project. In addition, the MINSAL arranged to provide the necessary and sufficient human resources and equipment for the operation of the UCSF canton San Diego With this type of project that the Embassy of Japan in El Salvador carries out through its APCS program, it seeks to improve the quality of life of Salvadorans and
especially of the most vulnerable communities in the Country, under the concept of “human security”, which urges to protect the right of people to lead a happy and dignified life, free from fear and misery, through their protection and the development of their capabilities.

From San Salvador to the Agua Zarca hamlet, in the San Diego Canton of the municipality of
Villa San Antonio takes an estimated time of 5 hours and 30 minutes to arrive, going through the

  • The range of services that will be available will be the following:
  • preventive care such as: child registration and check-ups,

    family planning program, vaccination, canine vaccination, taking
    neonatal cytology and screening, pre-registration and care
    concepts, community organization and visits by promoters of
    health.
  • curative care such as: general consultation, small surgery, therapies
    respiratory, injections and cures, oral rehydration and consultation of
    emergency.
