83 alleged ‘Kuluna’ from ten districts arrested after a police operation – acpcongo

Kinshasa, March 31st2023 (CPA). –83 (eighty-three) young people allegedly « Kuluna » were arrested on Wednesday night after a police operation in ten districts of the district of Mont-Amba, in Kinshasa in the Democratic Republic of Congo (DRC), the CPA noted.

« We did the cordon in ten neighborhoods in the communes of Lemba, Matete and Kinseso, including Righini, Nsola and Mandima. This cordon-off started at around 1am until the early hours of the morning. These alleged inciviles were taken to the district’s urban police station and will be brought to justice to answer for their actions, » said the senior commissioner, Freddy Lifenge, before adding: « I take this opportunity to urge the population to collaborate closely with the police, in order to eradicate insecurity and the kuluna phenomenon in the Mont-Amba area.

An appeal was made to the heads of neighborhoods, streets and notables to get involved to support the efforts of the authorities by denouncing these criminals.

Serge Poba, mayor of Lemba commune, praised the bravery of the police for the work they have done. « I congratulate and encourage the work done by the police and contribute to the security of our communes. We have received many complaints, especially at the border between Lemba and Kinseso where the kuluna extort the property of peaceful citizens. I note that the only measure to eradicate this phenomenon is to cordon off each neighbourhood, » he said.

The present closure comes after the one carried out during the night of 28 February to 1 March this year in the Congo neighbourhoods and at Camp Luka, in the commune of Ngaliema.
