Many African countries need support through the transfer of technology and expertise, noted the Russian ambassador to the UN. He recalled on this occasion that the developed countries owed their wealth to the resources extirpated from the developing countries.

Developed countries owe much of their standard of living to resources pumped out of Africa, said Russia’s permanent representative to the UN, Vasily Nebenzia. As a result, he believes, they are obliged to provide material and technical assistance to the states of the continent.

“Many countries in Africa, having experienced conflict or not, need support through the transfer of technology and expertise, through industrial and agricultural development, through the reconstruction of infrastructure, through the creation of jobs and strengthening health and social protection systems,” he said.

“Development efforts must encourage social cohesion and ensure a fair distribution of the benefits of economic progress,” added Mr. Nebenzia, speaking at a meeting of the UN Security Council on the subject of guarantee peace and stability on the African continent.

developed countries, many of whom owe much of their standard of living to resources extirpated from Africa. Moreover, the developed countries are not honoring their own commitments, made half a century ago, to devote up to 0.7% of their GNP to development aid. In 2021, this figure was only 0.33%. This means that we can speak of under-receiving at least $200 billion in aid per year,” he added.

According to the ambassador, it is unacceptable for developed countries to use the donations they have to pay as a means of arbitrary pressure on developing countries to meet their demands in the political sphere, in terms of “respect human rights” or in any other field.

Mr. Nebenzia thus called for the political settlement of conflicts, the stabilization of the security situation and the transition to sustainable development. Factors he deems necessary to correct the human rights situation and build democratic institutions in a particular country, not the other way around.
