The State Duma of the Russian Federation approved the bill on the heads of the subjects of Russia on Tuesday, December 14, in the second and also in the third final reading, follows from the database of the lower house of parliament. The document, among other things, allows governors to be elected for more than two consecutive terms.

Each term of office of regional heads will be fixed – five years. At the same time, the bill expands the grounds for the early termination of the powers of governors in connection with the loss of confidence in the President of the Russian Federation.

According to the document, the heads of the regions will not be called “presidents”. Thus, the State Duma rejected the proposal of the deputies from Tatarstan about the possibility of still calling the head of their region that way. “We understand the resonance caused by this topic, but the norm arose back in 2010, and the bulk of the subjects comply with this norm,” said one of the initiators of the bill, the head of the committee on state building and legislation Pavel Krasheninnikov.

In accordance with the bill, Moscow Mayor Sergei Sobyanin and Moscow Region Governor Andrei Vorobyov, whose term of office expires in 2023, as well as President of Tatarstan Rustam Minnikhanov (his term of office ends in 2025), will be able to run for a third term, among others. According to the current legislation, all of them cannot take part in the next elections. The bill on the heads of the constituent entities of the Russian Federation has yet to be approved by the Federation Council.
