In contrast, the unprotected returnees from red states will be referred for isolation in a motel and only after receiving a negative result from the test upon landing will they be transferred to home isolation but forced to sign a “contract” that will allow the state to track their phone to make sure they maintain isolation. At the same time, the government is promoting the green label in malls.
