The arrangement designed by President Lula (PT) for political negotiations with Parliament foresees that the money from the ministries will be used as if it were a parliamentary amendment – avoiding the decision of the Supreme Court that prohibited the payment of rapporteurship amendments.

Sheet revealed on Monday (3) that, after inheriting R$ 9.8 billion for the purpose of the rapporteurship amendments, Lula’s government created a mechanism to allocate funds to Parliament and broaden its base of support. To spend the money, the ministries will have to follow the criteria of the Government.

The Government placed a specific seal (code A4) for these resources, which were distributed among seven ministries designated by the rapporteur of the 2023 Budget, Senator Marcelo Castro (MDB-PI). The agreement involved the Chamber and the Senate and was endorsed by Lula. Thus, the rapporteur maintained power in the Budget.

According to the agreement between the center bloc and Lula’s interlocutors, in December R$ 9.6 billion were used to expand individual amendments. The rest (R$ 9.8 billion) went to the ministries – although it is not a parliamentary amendment, it is treated as such.
