US lawyer will be United Nations expert in Haiti

The high commissioner of United Nations for human rights, Volker Turkappointed US lawyer William O’Neill yesterday, Wednesday, as an independent expert for Haiti.

The Human Rights Council of the HIM adopted a resolution on April 4 in which it asked the high commissioner to appoint a human rights expert in the Caribbean country for a period of one year, renewable for another year. O’Neill specializes in humanitarian, human rights and refugee law and has previously worked in UN missions in Kosovo, Burundi, Rwanda, Liberia, Sierra Leone, South Sudan, East Timor, Nepal and Bosnia-Herzegovina.

In addition, in the 1990s, he directed the Legal Department of the United Nations Mission and the Organization of American States (OAS) in Haiti, where he collaborated with the creation of the National Police force and participated in the genesis of the Haitian School of Judges. O’Neill will monitor developments in the humanitarian situation in Haiti.
