The Senators adopted in second reading the bill extending the state of siege on part of the national territory. Of the 109 members who make up the Upper House of Parliament, 95 senators took part in the vote, 85 voted for prorogation, 7 voted no, and 3 senators abstained.

During this same plenary, the President of the Senate Modeste Bahati Lukwebo called on the Congolese political class to raise awareness to first prioritize the interest of the homeland in the face of the Rwandan aggression of which the Democratic Republic of Congo is a victim. .

“The conspiracy is no longer a secret so it is known but now we have to act, to act we must all be like one man necessarily and to do so we must put aside feelings, political questions, repositioning questions and all that, people are fighting to position themselves for the next deadlines but for which country? Let’s save the country first, ”he challenged during his speech on Monday, April 17, 2023.

And to continue:

“What do you want to direct? who do you want to lead tomorrow? If tomorrow we no longer have the country, you will be a minister, you will be a deputy, you will be a senator, you will be President of which country? I think that there, there has to be a collective questioning and that this time it is no longer hypocrisy or people speak to speak simply so this questioning in any case today more than nothing it is in its place”.

The eastern part of the Democratic Republic of Congo has always faced the activism of local and foreign armed groups for nearly three decades already. For almost a year now, diplomatic relations between Kinshasa and Kigali have deteriorated further following the resurgence of the M23 rebellion in North Kivu province. This rebellion supported by Rwanda had seized several localities in the territories of Rutshuru, Masisi and Nyiragongo, gradually strangling Goma, which it had already briefly occupied ten years earlier, before being defeated in 2013.

The DRC accuses Rwanda and its “auxiliaries” of the M23 of wanting to take control of the minerals of eastern Congo. The M23 claims for its part to defend a threatened fringe of the population and calls for negotiations, which Kinshasa refuses, excluding discussion with “terrorists”.
