If implemented, the proposal would mark the first time the U.S. government has capped carbon dioxide emissions from existing power plants. They are responsible for about 25 percent of the pollution produced by the US that warms the planet. Last year, about 60 percent of the electricity in the US was generated by burning fossil fuels, writes The New York Times.

Nearly all coal and gas-fired power plants would need to reduce or capture carbon dioxide emissions from their smokestacks by 2040, a technology used by fewer than 20 of the 3,400 coal- and gas-fired plants in the US. This is what three people who were informed about the proposal say, according to the newspaper.

The proposal would not mandate the use of this expensive technology. Rather, it would set limits on pollution rates that power plant operators must meet. An option for this is, for example, replacing fossil fuels with hydrogen.

According to The New York Times, the White House is currently reviewing the proposal and it may be amended.
