“There is nothing new under the sun because in most countries in the world that have had security problems, war problems, they have always created an army reserve,” said declared national deputy Garry Sakata justifying his support for the bill establishing the armed defense reserve in the Democratic Republic of Congo.

For this elected official, this text will stimulate and fan the flame of patriotic awakening among the Congolese while the country is facing multiple armed conflicts.

“I consulted certain documents, I even saw that the European country which is considered to be the most pacifist, namely Switzerland, also has an Army reserve called “Peuple en Arme”, which should have encouraged us we also have to follow suit given the conditions of security or insecurity, the conditions of danger to our integrity and our sovereignty. This bill has read it, there are several very interesting elements because this bill actually helps to strengthen patriotic awakening. When you read the text I feel that it creates a form of patriotic awakening that none of us can neglect or can renounce here”, underlined the elected representative of Bagata (Kwilu) during his intervention at the plenary Thursday, April 20, 2023

And to continue:

“Another element in favor of the bill is that we are in a global context characterized by armed conflicts and terrorism, the DRC must therefore be there to protect its sovereignty and territorial integrity. The bill also allows each Congolese to devote part of his time to the defense of the nation without taking up arms. His only profession therefore is the legislator who creates the type of people who must be part of the armed reserve”.

This elected member of the Sacred Union of the Nation revealed his recommendations which he will transmit to the commission to avoid the slippages which can occur within the framework of this text.

“The army reserve will look like an army support service, we must not know the problem of Sudan because in my opinion the army reserve will be under the authority of the head of state -Major General of the Armed Forces so that there are not several corps. In the explanatory memorandum presented before us, it is said that the armed reserve can serve both in time of war and in time of peace. When we go article by article, I will insert a slight amendment which must also consist in bringing in the armed reserve in peacetime,” he recommended.

Adopted by the government of the Republic at the 89th meeting of the Council of Ministers, the bill establishing the Army Defense Reserve in the Democratic Republic of Congo was adopted immediately by the national deputies during the plenary session held on Thursday, April 20 2023 at the People’s Palace. According to the government, it is a structure of reservist Congolese citizens who support and/or support the Armed Forces of the Democratic Republic of Congo.

The reserve is made up of retired career soldiers and the various security services, demobilized from compulsory military service, demobilized from contractual military service, civilian volunteers who have undergone ad-hoc military training and supervision. This text defines the conditions of admission and the loss of quality of the reservists, organizes the structure and assigns it attributions, it also fixes the remuneration and determines the disciplinary and legal regime”.
