The so-called Tshani law proposal on Congolity does not only target the office of President of the Republic. Several other functions are targeted by this bill and in the event of its promulgation, will only devolve to Congolese fathers and mothers.

We discover that article 24 of this text which modifies law number 04/024 of November 12, 2004 relating to Congolese nationality, is worded as follows: “However, for reasons of loyalty and fidelity to the Congolese nation, the he exercise of the function of the President of the Republic, of the President of the National Assembly and that of the Senate, is reserved only for Congolese born of father and mother of Congolese origin and who have never acquired another Nationality “.

The Director of the Chancellery,

The Technical, Logistics and Transmission Director,

The Director of Finance,

The Director of Human Resources and Training.

To all members of the Military High Command who are:

The Chiefs of General Staff of the Armed Forces of the Democratic Republic of Congo;

The Deputy Chiefs of General Staff of the Armed Forces of the

Democratic Republic of Congo ;

The Land Force Chief of Staff;

The Chief of Staff of the Air Force;

The Chief of Staff of the Naval Force;

The Commanders of the Defense Zones;

The Deputy Chiefs of Staff at the General Staff;

The General Commander of the Military Schools;

The Commander of the Medical Corps;

The Commander of the Logistics Corps;

The Commander of the Civic, Patriotic and Social Action Education Service;

The Commander of the Corps of Signals Troops;

The Commanding Officer of the Corps of Engineers or military intelligence;

The Commander of the Communication and Information Service.

To the Commissioners General of the Congolese National Police, in particular:

The Commissioner General,

The Deputy Commissioner General in charge of the administrative police,

The Deputy Commissioner General in charge of the judicial police,

The Deputy Commissioner General in charge of support and management.

To the Governors of the Provinces and their spouses”.

Speaking of this bill, many people see only the office of President of the Republic. Supporters of Moïse Katumbi (declared presidential candidate in 2023), born to a Congolese mother and a father from the Greek island of Rhodes, believe that this is a maneuver to exclude their champion. The proposal is frowned upon by several organizations and socio-political figures in the country, including the Catholic Church.
