Thus, the import and export of cannabis seeds and plants are subject to authorization issued by the National Agency for the Regulation of Cannabis-related Activities (ANRAC). The holders of these authorizations, which are valid for 10 years renewable, must be of Moroccan nationality, have reached the age of legal majority and can only import seeds and plants certified by ANRAC.
It is specified that the batches of certified cannabis seeds and plants must bear a label including the number of the certification decision of the variety, the tetrahydrocannabinol (THC) level of the said variety as well as the mention: “cannabis: seeds/plants certified” or the related logo. Certification can be withdrawn by ANRAC when the cannabis variety no longer meets the conditions
In addition, the importation of cannabis seeds for the benefit of growers and producers authorized by ANRAC remains subject to the prior authorization to import seeds issued by the plant protection division under ONSSA and to the completion of the formalities of the phytosanitary control carried out by the competent services under the ONSSA, present at the border posts.
