Yolanda Díaz’s party, Sumar, it has presented the bases of its electoral program and many measures are related to housing. One of them is limit the purchase of housing in stressed areas (according to the new Housing Law) if it is not to live in it. Another measure that Díaz’s team wants to apply is to increase the minimum duration of rental contracts, which is currently five years, but with the aim that most of them are indefinite “with exceptional causes of termination.”
The new political party with which Díaz wants to run in the general elections at the end of the year also proposes grant the right to use a home “for life” for the elderly.
Another of Sumar’s proposals is make it more difficult to grant variable rate mortgages and stabilize the home buying and selling market through fixed mortgages. Sumar also proposes suppressing tax benefits for companies or individuals dedicated to the management of more than 100 rental homes. The exception to this rule would be that they dedicate a minimum of 25% of these properties to social and affordable rent at the price and under the conditions established in each CCAA for officially protected flats.
Finally, it proposes that the IBI payment varies depending on whether it is a habitual residence or a second home, if it is for long-term or short-term rental or if the house is empty or not.
