Medical deserts, emergencies, maternities, attractiveness… Passed under the media radars because of retirement mobilizations, health problems continue to poison the lives of French people and practitioners alike. Evidenced by this recent strike of interns who can no longer.
The government’s response? A “toolbox” filled with dozens of replicable local initiatives or experiments, highlighted this Wednesday the Minister of Health, François Braun, on the occasion of the report of the National Council for Refoundation (CNR) on health .
” Cooperation “
“The future lies in cooperation: between doctors and carers, between city and hospital, between carers and administrative staff”, declared François Braun for whom “the solutions are in the territories” with the support of the State to remove the regulatory blockages.
Launched seven months ago in Le Mans in Sarthe, the CNR health gave rise, according to the minister’s entourage, to 250 meetings attended by 10,000 people, professionals, committed citizens or without hats, local elected officials… who had no not always used to talking to each other. Four themes had been identified to organize the exchanges, destined to continue: permanence of care, access to a general practitioner, prevention and attractiveness of the territories.
Concrete initiatives
By way of solutions, a hundred concrete and collective initiatives resulting from or brought to light via the CNR. It is up to each department or territory to draw inspiration from it. Among them: a multidisciplinary house in Cran in Essonne, a medical presence 64 providing a support service for settling in the Pyrénées-Atlantiques, Eva Corse cardiovascular care to take into account dispersion (and aging ) of the population on the Isle of Beauty or, in the Loire, the nursing orientation service.
More generally, the report was an opportunity to confirm that the directors of the Regional Health Agencies (ARS) will be able to derogate from certain regulatory standards. The care access service via 15 to relieve congestion in emergencies thanks to a preliminary pre-diagnosis will be generalized in all departments by the end of the year. The particular subject of maternity wards will be the subject of a parliamentary mission.
Too many medical certificates
For the Minister of Health, the solution also involves the elimination of administrative tasks which poison the effective care time of general practitioners. “The truth is that we won’t have more doctors for ten years. We are training more, of course, but still not enough even if we are accelerating from year to year, ”he warned on France Inter.
In the viewfinder in particular, these medical certificates which “are useless”, such as those requested (without it being compulsory) by nurseries from parents when a child is cured. A halt will also be brought to sport, out of competition. “There is a drift. We ask doctors for certificates for everything and anything, ”pointed out the Minister of Health. In the case of death, the nurses will be able, after training, to sign it. An experiment will be launched for this.
An attractiveness plan will be launched to succeed in recruiting 10,000 medical assistants at the end of 2024, always with the aim of freeing up time for practitioners. In addition, work to overhaul the nursing profession will officially start within ten days.
