From Narva to Sillamäe on an electric scooter? Until it works!

After the publication of the material “On the Bolt to Narva-Jõesuu and Sillamäe” (“NG” No. 16 of April 20), some readers shared their doubts with the editors that if Narva is connected to Narva-Jõesuu by a pedestrian and bicycle path, then there are no problems , then part of the way to Sillamäe from Narva can be reached by scooter only along the road.

Our editors have updated the information received earlier. It turned out that when talking about the development of this service in our region at the information hour in the Narva City Government, Alexander Lilishentsev, the head of the Bolt Eesti electric scooter rental service, had in mind the fact that, in principle, it is possible to get from Narva to Sillamäe on a fully charged scooter battery of this type. The energy reserve is enough for a distance of 40 kilometers. But as for the direct trip, the company only counts on the movement between Narva and Narva-Jõesuu, Lilishentsev explained. According to him, the Bolt service will be offered in Sillamäe only within the city. “But all three cities will be served by a single hub from our side,” he clarified.

As it became known to our publication, from 100 to 150 Bolt electric scooters will appear in Sillamäe in the near future.

Theoretically, in the future it will still be possible to get from Narva to Sillamäe by electric scooter, for example, via Narva-Jõesuu. In March last year, the City Government of Narva hosted a presentation of the Feasibility and Cost-Effectiveness Analysis of the third phase of the project for the development of a network of pedestrian and bicycle paths in Narva and its suburban areas. And there was also talk about plans to build a coastal pedestrian and bicycle road that could stretch to Sillamäe.

There are different opinions about the use of such paths for electric scooters. For example, according to Allen Allet, Advisor to the Development Department of the Sillamäe City Government, electric scooters should not be allowed on bike paths. “After all, these paths are designed primarily for cyclists and pedestrians,” he expressed his point of view to NG. – If we also let electric scooters go there, it will be very dangerous for other road users. We must also take into account the fact that the operation of electric scooters is still very poorly regulated by Estonian legislation, which does not indicate speed limits, rights and obligations, and much more.” According to Allet, this already creates many problems.

Olga Batluk, Head of the Development and Planning Department of Narva-Jõesuu City Government, has a completely different point of view. She told NG that an analysis had already been made in the resort town of the implementation of a project that would extend the network of cycle and pedestrian paths to Sillamäe. “These tracks are a priority for us, and if the possibility of their financing is considered, they will go first,” Batluk said.

In her opinion, the use of such tracks for electric scooters is quite acceptable. “All bicycle and pedestrian paths are being built with the maximum possible width,” she explained. “Moreover, Bolt has already limited the speed of its scooters where there is a lot of traffic.”
