While the upsurge in insecurity is back on all the discussion tables, the Council of Ministers took the decision to recruit 4,000 volunteer troops (zazavao) in order to reinforce the manpower of the armed forces. These contract soldiers will have the mission for a period of two years to fight against the growing insecurity in the country.

The recruits will not be salaried or compensated, as required by the regulations in the recruitment procedures within the Malagasy army, but they will be fed and housed. In the past, under another regime, this provision was mainly used to cope with the growing number of unemployed and to compensate for the State’s inability to create jobs for young people. This voluntary military service was intended to enable young unemployed people to learn a trade or acquire professional experience.

This massive recruitment is similar to the SMAD, indeed in its policy of encouraging voluntary commitment, Madagascar instituted the SMAD in 2006. The SMAD aims to facilitate the integration into working life of young Malagasy volunteers of national service. The SMAD is established on a voluntary basis for young people; the training period is fixed at twenty-four months, at the end of which the volunteers are released from their legal obligations of activity.
