The Bank of Russia sees the need for state control of the turnover of used auto parts

There is a need for state control over the turnover of used spare parts for cars. About this in an interview with RIA Novosti declared director of the insurance market department of the Bank of Russia Ilya Smirnov. He noted that such a measure is needed in order not to provoke car theft and worsening of the criminal situation.

In a conversation with the agency, Smirnov emphasized that there are several difficult aspects regarding used spare parts. First of all, he noted, it is a safety issue. We need a methodology for assessing the quality of such parts so that cars repaired with used spare parts do not cause new accidents and human casualties, Smirnov explained.

“At the same time, we understand that in the vast majority of cases, for the repair of cars damaged in an accident, spare parts are needed, on which, at first glance, driving performance and safety characteristics should not depend: these are bumpers, spoilers, headlights, lights or body elements – fenders, doors, hoods and trunk lids,” he continued.

At the same time, Smirnov, in an interview with RIA Novosti, pointed out that it is possible to allow the use of used spare parts during repairs only using an integrated approach. Moreover, we need not only a methodology for assessing the quality of such spare parts, but also a system for monitoring their use.

“There should be state control over the turnover of used spare parts so that the increased demand for them does not provoke car thefts and worsen the criminal situation,” Smirnov emphasized.

In early April, Vedomosti wrote that the government instructed the Ministry of Economy, the Ministry of Finance and the Ministry of Industry and Trade to consider the possibility of creating an industry for the restoration of used auto parts for their further use, including as part of car repairs under OSAGO and Casco. This was stated in a letter from Deputy Prime Minister Denis Manturov to Economic Development Minister Maxim Reshetnikov, Finance Minister Anton Siluanov and Deputy Industry and Trade Minister Vasily Osmakov.

In February, the initiative to create an industry for the mass recovery and use of used auto parts was made in a joint letter addressed to Prime Minister Mikhail Mishustin by the heads of four State Duma committees – on the financial market, agricultural issues, transport and development of transport infrastructure, construction and housing and communal services.
