The Ministry of the Interior (Mingob) has announced that as of June 1, 2023, persons deprived of liberty will have the option of using a telematic control device as an alternative to preventive detention.

The Mingob recently awarded a contract worth Q110 million for the lease of 2 thousand telematic control devices to the company Tecnología, Acceso y Seguridad Sociedad Anónima, which was the only one that submitted an offer.

The authorities of Mingob and the company offered a press conference to explain the characteristics of the devices and the cost they will have for those deprived of liberty who choose to use them.

The telematic control device is a set of telecommunications and computer systems for permanent electronic surveillance that allows the wearer of the device to be tracked, which works as a location tracker that allows the people who carry it to be geolocated in real time.

The device has three accessories: a Beacon for radio frequency (electronic shackle), a base charger and a wireless charger. The DTC device weighs 68 grams and works by wireless charging.

The ankle straps have a fiber material with steel reinforcement, which makes it resistant when trying to remove it or cut it. In addition, the system will alert the surveillance center if the person who has the device tries to manipulate it.

The shackles are hypoallergenic, which means that the material that is in contact with the skin will not cause any type of allergy or affectation. The devices are IP68 certified, making them resistant to water and dust.

These devices will provide the location of prisoners every day, 24 hours a day, and work with an E-SIM that is multi-operator and has roaming. They use four geolocation technologies: GPS, RF (radio frequency), WiFi and LBS (location-based service that triangulates telephone masts).

The Mingob Telematic Control Unit has a physical space where different operators will monitor prisoners seven days a week. The system allows you to react if someone is leaving a certain place or its restricted area or if they are accessing an area where they are not authorized to enter.

The alarms that each system has will be activated when a prisoner violates his area of ​​action and may request support from other units to stop him or prevent a crime.

The judges will be the ones who define the coverage area for each prisoner, as well as the areas to which they cannot go. The devices can work even in basements or places with little access to telephone, and there the system will connect by radio frequency so as not to lose contact.

The Mingob will make a report on the procedure that will be used with each prisoner of liberty and will send it to a judge, who will issue the order for the installation of the device.

In the installation order, the judge must include whether the prisoner must pay for the use of the device or whether Mingob will absorb this expense, after a socioeconomic study carried out by the Judicial Branch.

If the judge decides that the person must finance the control system, the prisoner must pay Q1,500 per month or Q50 per day to be entitled to this type of monitoring.
