ABUJA – The 42nd Annual General Meeting (AGM) of Shelter Africa, held in Abuja from 8 to 12 May 2023, was an opportunity for the continent to take stock of the issue of housing which engages the solidarity of African countries for more than 40 years. Today, many African countries are facing a major turning point in their housing agenda. In this regard, the program of the Abuja meeting sought to respond to current challenges through a series of participatory debates.

Shelter Afrique is a pan-African financial institution established in 1982 to exclusively support the development of the real estate and housing sector in Africa. The institution has 44 African countries, the African Development Bank (AfDB) and the African Reinsurance Corporation (AFRICA-RE). Its mission is to provide advice and financing for affordable housing and urban infrastructure projects in its member countries. In short, Shelter Afrique strives to mobilize financial resources to provide decent, affordable and sustainable housing to local populations.

In recent years, weaknesses in the governance of the institution have limited its impact on the ground. However, the new management, led by Thierno Habib Hann, has initiated a series of reforms that have changed the strategy of the institution towards a much more pragmatic approach in order to obtain convincing results. This vision is expressed in the new strategic plan 2023-2027, called “New era”.

The new strategic plan enjoys the unanimous support of the board of directors and shareholders. It gives the institution a clear and transformative direction. It aims to strengthen the institution’s performance and competitiveness and should position it for growth through improved governance and operational and financial performance.

Govern differently

The paradigm shift within Shelter Afrique was the opportunity to appoint, after a competitive selection process, a new Managing Director, Thierno Habib HANN, during the 41st General Assembly of Shelter Afrique, held from 25 to July 29, 2022 in Zimbabwe. Originally from the Republic of Guinea Conakry, Mr. Hann has more than 20 years of experience in strategic positions in the banking sector and multilateral financial institutions. Mr. Hann, who inherits an institution in the process of being overhauled, now nourishes the hope of the leaders and the people of Africa: “We are convinced that the new organizational model is essential to the successful implementation of our new strategic plan. , as it will make us more agile and competitive, strengthen customer focus, unlock significant potential across the organization, and drive value creation through operational efficiency.

In Abuja-NIGERIA, to validate reforms and initiate change This year, the city of Abuja hosted the 42nd AGM of Shelter Africa on the theme of “political economy in the built environment”: “The political economy in the built environment.

Nigeria is an important market for Shelter Afrique because it is one of the main shareholders of the institution and also because of its large population, which represents a market with great potential. By bidding to host the 42nd AGM, Nigeria demonstrates its enduring commitment to working with Shelter Afrique to achieve its pan-African goals in the area of ​​affordable housing and sustainable urban development.

In addition, the AGM in Abuja was privileged to record record attendance from member countries, reflecting the hope aroused by the new reforms. The varied program of activities of the AGM gave rise to participatory discussions, during which comparative models and success stories in the real estate sector were presented.

The new management of Shelter Afrique, supported by the board and shareholders, presented the new reforms, all of which were adopted with enthusiasm and hope for the future.
