The serious incidents that occurred in the León prison “are not only a demonstration of the risks for people and the public service of making wrong decisions in a prison, but also make officials victims of these decisions, most of them of the times in the form of aggressions”, says Comisiones Obreras.

These facts “are not an isolated or local event, but rather respond to a dynamic of the current prison management, which announces new serious episodes, more attacks, more possibilities against the security of the prison, the possibility of kidnapping managers or even the death of an official.

Reintegration “is the main and priority constitutional mandate for the public prison service in Spain and, CC OO defends that resources and professional activity in prisons should be directed towards this objective,” says the union entity.

The prison policy “must meet these objectives for the prison population, guaranteeing access to this right to the entire prison population, being aware that it is a right and not an obligation, and that there will always be a very small percentage, of the prison population that does not wish to be reinserted”.

Prison managers “must be accountable to their hierarchical superiors, to the legislature and to the public, therefore, they have a special motivation to present statistics favorable to their work, statistics of a reality that does not always accompany their interests.”

Around this professional and personal “need” “penitentiary public policies are articulated, which always, inevitably, try to highlight the benefits of their acts. But at the moment we are witnessing an unsustainable exaggeration of the trend, turning statistics into the essence of prison policy with unfortunate and dangerous results.

The orders to reduce the statistics of the first grades (that is, of the most conflictive inmates and those who do not adapt to normal coexistence) and that progress is being made in the penitentiary classification of inmates with no prison evolution, who should continue to be first grades “because they are still leading most of the conflicts wherever they are. Despite reiterating incidents, a more benign classification is maintained for which the minimum security conditions are not met.
