His statements made headlines only a few days ago. OpenAI CEO Sam Altman expressed his concern that his system ChatGPT could cause “significant harm to the world.” This was stated during his appearance before the Subcommittee on Privacy, Technology, and Law of the Committee on the Judiciary of the United States Senate, in which he asked this body to regulate the use of systems such as his ‘chatbot’. These Artificial Intelligence tools are criticized by authorities and users because malicious actors can use them to carry out phishing campaigns or spread hate messages, among other harmful and criminal activities.

According to Altman, it is “essential develop regulations that encourage safety of AI while at the same time ensuring that people can access the many benefits of the technology.” Just a few days after appearing before the upper house of the US Congress, he was received at the La Moncloa complex by the Prime Minister. The meeting was also attended by the First Vice President and Minister for Economic Affairs and Digital Transformation, Nadia Calviño, the General Secretary for Economic Affairs and the G20, Manuel de la Rocha, as well as representatives of the company that created ChatGPT.

As reported by the Presidency of the Government in a statement, during the meeting they discussed the development of Artificial Intelligence together with their huge potential to contribute to economic growth, the reduction of inequality and the solution of global problems. They have also tried challenges and risks that Artificial Intelligence poses for the protection of democracy and the promotion of transparency. Pedro Sánchez has stressed that the Government is committed to protecting the rights of citizens and defending democratic values. Sánchez, according to Moncloa, has defended the need for a global body to supervise this technology and the importance of the upcoming approval of the European Artificial Intelligence regulation (AI Act), the negotiation of which will be a priority for the Spanish Presidency of the Council of the EU. .

Government plans for AI

The head of the Executive has highlighted the role of Spain as a pioneering country in the regulation of this field, after having approved the Charter of Digital Rights. In addition, the Government has approved the creation of the first Spanish Agency for the Supervision of Artificial Intelligence (AESIA) in A Coruña and the European Union has chosen Seville to house the Center for Algorithmic Transparency. Along with this, the Executive has launched the Fond-ICO Next Tech to support leading startups and has dedicated €500 million of the Recovery Plan to accelerate the development of Artificial Intelligence in Spain.
