ROMA The braking of the privacy guarantor, doubts about the costs that could slow down tourism, the uncertainties about the concrete application, the criticism of the buffer as a pass and the difficult convergence with other European countries. The Italian green certificate (or vaccination pass) has just been born, but we are already thinking about how to modify it, given that there are many doubts and even within the government there are those who wonder if they have not slipped into a dead end hyper-bureaucratic that risks slowing down, instead of facilitating, according to its purpose, domestic and international tourism in the summer season.
The requirements
The Italian certificate has already been in force in Italy from Monday 26 April and in June the Digital green certificate, the European pass, which will allow you to travel freely between different countries, should also arrive. Currently the Italian certificate does not exist physically, but only virtually: it consists of one of the three documents that integrate the necessary requirements. That they have been vaccinated (with a second dose) within the previous six months; be healed of Covid in the same period; have had a molecular swab or negative rapid test no more than 48 hours before. For now, it is of little use. Basically only to enter the orange or red regions, which are six (but in June, presumably, there will be none).
Confidentiality
The heaviest criticism is that of the guarantor of privacy Pasquale Stanzione. At the hearing in the joint Commissions of Constitutional Affairs, Justice and Social Affairs, he explained that it is necessary to explicitly exclude uses other than those provided for by the decree and identify the data controller. Not only: “The indication of the number of vaccine doses or the type of vaccine is superfluous, but also the provision of different green certification models depending on the condition (vaccination, recovery, negative test) under which they are issued “. Palazzo Chigi, with Undersecretary Roberto Garofoli, is working to adapt the rules.
Test tampons
The heaviest scientific criticism came from a tweet by Roberto Burioni, according to whom the recent swab to get the pass is “a very dangerous nonsense”. But Deputy Minister Piergiorgio Sileri is also critical. Yesterday he met the spokesman of the CTS and president of the ISS Silvio Brusaferro to explain his ideas. He would like to extend the time after vaccination to one year; also include those who do not know when they are cured but are found to have high antibodies from a quantitative test; use the pass as a condition to enter the RSA, to access Covid free trains and airplanes and for sporting events with a limited audience.
The European pass
The government is also evaluating and working at European level to find common rules, in the presence of very different practices at the moment. The current pass will go in parallel with the European one, which will become digital. After the control room next week, the Council of Ministers will make some changes, widening the field of action and specifying some elements. Also to defuse the usual counterpoint of Matteo Salvini, who already warns: “The European Covid Pass makes sense to restart tourism and allow foreigners to come to Italy, but it must not become a tool to further complicate the life of Italians”.
The regions
There is some confusion at the regional level. Liguria has approved an ordinance that acknowledges the faq of the ministry, even if it did not seem necessary. In Bolzano, in the red zone, the “corona pass” is a condition for accessing the cinemas. Campania has enabled the regional pass for “facilitating access to services and / or exceptions to more restrictive security measures”. But the real turning point will be the European pass, which could make it possible to reduce the hole of 53 billion euros caused by Covid tourism.
