Covid, inflation, war in Ukraine, energy crisis: in 2022, the commissioners for restructuring and the prevention of business difficulties (CRP) had to redouble their activity to help French companies weather the turbulence.

These Bercy officials, present throughout the territory, supported 3,212 weakened companies, of which nearly two thirds (63%) operating in the manufacturing industry, according to data published on Tuesday by the General Directorate of Enterprises (DGE). An unprecedented level that reflects the extent of the tensions experienced on the ground.

Explosion of energy prices

In 2021, the first year after the outbreak of Covid, 1,973 companies had been supported by the CRP network, which had made it possible to protect 11,700 jobs according to Bercy. Since then, the crises have followed one another and they “affected the industrial sectors exposed to the international situation”, notes the Ministry of the Economy.

While at the beginning of the year, the Omicron wave swept over the country, 431 companies weakened by the health crisis benefited last year from the solidarity fund deployed by the executive to compensate for the decline in activity linked to administrative restrictions. .

More than 600 companies have also requested the services of Bercy to deal with the “strong tensions on foreign trade and on certain supplies” caused by the war in Ukraine. Between the runaway prices of electricity and gas and the shortages of certain components or certain raw materials, the economic sanctions against Russia have had multiple repercussions for French companies: disorganization of production, tensions on cash flow, etc. disputes between gas and electricity suppliers and their customers, brought before the energy ombudsman, have also doubled . A total of 452 companies called on the CRPs to get through this delicate phase.

SMEs and medium-sized companies (ETI) have been the most affected by this new situation. They represented nearly three-quarters (73%) of cases handled by the CRPs last year. On the other hand, support for large groups remained “exceptional”.

Despite the tariff shield

Despite the aid windows planned by the executive from the fall to soften electricity bills and support managers in renewing their contracts, “101 companies are both monitored by the CRPs under the impact of the conflict in Ukraine and the rise in the cost of energy on their economic model”, specifies Bercy.

Despite the tariff shield granted to VSEs with less than 10 employees – i.e. a gas price freeze and an increase limited to 4% for electricity – more than 800 of them seized the CRPs in 2022.

Geographically, it is in New Aquitaine where the entrepreneurial fabric is dense that the requests were the most numerous with 422 support requests. The CRPs were also strongly mobilized in Normandy (367), in the Grand Est (313) as well as in Auvergne-Rhône-Alpes (280).
