Two prisoners subject to the status of detainees particularly reported to the central house of Arles (Bouches-du-Rhône): the first had been at the origin of thirteen minor incidents in eighteen years of detention, the second multiplied them at the rate six per month on average. The report of the parliamentary commission of inquiry “responsible for shedding light on the dysfunctions within the prison administration and the judicial system which led to the assassination of a detainee on March 2, 2022 at the central house in Arles”to which The world had access, recounts in detail the ins and outs of this tragedy, which aroused an unprecedented wave of emotion and anger in Corsica, marked by several weeks of demonstrations and violent clashes with law enforcement.

Chaired by Jean-Félix Acquaviva (Freedoms, independents, overseas and territories, autonomist) and reported by Laurent Marcangeli (Horizons), two Corsican deputies, the commission, after dozens of hearings, calls into question the house of Arles, the prison administration and the national anti-terrorist prosecutor’s office (PNAT) in their management of the Franck Elong Abé case. Throughout the report, the responses of the representatives of these institutions often appear piecemeal and confused, even contradictory.

Attitude “disguising”

The contrast is indeed striking between Yvan Colonna, an exemplary and appreciated detainee although “branded” with an exceptional status, and Franck Elong Abé, detained for Islamist terrorism, with wavering mental health and explosive behavior. Still, the two men had a good relationship, it seems. The parliamentary report dismisses the blasphemy thesis of Colonna – who would have said that he “spit on God” – invoked by Franck Elong Abé to justify his attack: she is “considered unlikely”.

The report points out that ” the course [carcéral] by Franck Elong Abé contrasts flagrantly with that of Yvan Colonna”. “While the dangerousness and instability of the individual are manifest, the prison administration will (…) demonstrate (…) an attitude diametrically opposed to that which she showed towards Yvan Colonna. » He adds : “Failures have been observed”before listing them at length.
